		<description>A deposit system or small rental fee could help it work....and would help keep the bikes from vanishing. In Amsterdam they are using RFID so track down any bikes that go missing.</description>

		<description>There have been attempts at a public bike system here in Charleston before.  When I started at CofC there was the Yellow Bike that you could use and then just leave on the side walk.  I am sure is room for improving that old system.
